President Obama would like the first two years of college to be free for responsible students. This builds on numerous steps he has taken to make college more affordable, including expanded Pell Grants and tax credits for college. But ultimately someone does need to pay for the costs of college and having the beneficiary of the higher earnings and better job prospects it creates bear part of the cost is reasonable.
